Regeneration of the Central Park of the city of Quevedo Memory

Complete Project: Regeneration of the Central Park of the city of Quevedo

Once analyzed the conceptual elements, the proposal pretends a radical change to this space, designing a square that will lead to formulate considerations of social order, philosophical customs, etc.

Being one of the main intentions to integrate the fifth and sixth streets fronts, by means of artifices that allows to create a group image, meeting the first condition for a place to be defined as square: being of pedestrian use, controlled access and limited use just for people.

The main objective is to have a clear function and necessity program so as not to incur in conceptual errors.

The artifices to achieve the integration image are in fact the color and texture of the floor material (paving stone), which will cover all the areas, including the roadways, excepting the arcades, that will have porcelain like floor finish, and the fountain base platform that I will have hammer-blow natural gray stone.

The rectangular-shaped platform will meet several functions:

1. To create an emblematic space for the central element, being the pavement its main protagonist, and whose floor design outlines a macro grid.
2. The macro grid fulfills the function of giving the park scale, relating it with its urban-space context
3. To break the "flat surface" and color monotony, since its inclination intentionally causes an overlapping of plans, breaking up with the graveness taken place by the paving stone floor, generating this way dynamic visual and perspective changes. Another objective was to generate in the highest level, bleachers that become seating, meeting, or expectation spaces.
4. The pump room is located under the platform’s highest floor level (semi buried) allowing the ventilation through louvers located in the risers of the bleachers.
On this platform are also the light/seats, following a layout that is part of the fountain’s geometric composition. These constitute per se "peg volumes", for their design in a cylindrical way and in whose truncated cone-shaped back rest the lampposts, having these, a classic design without much ornamentation, finishing off in a spherical lamp, thus they can be related to those of the interior perimeter of the park, where this type of lamps are also being proposed.

The central fountain, formed by the pond and the portico, having a dynamic communicative significance becomes the main element, its spiral and at the same time organic shape, constitutes a reissued symbol in diverse cultures of the orb, from the pre-Hispanic cultures to the Greek one for which this shape represents eternity.

The design of the fountain is by itself, as it was already pointed out, “the great peg communicator", transmitting spectators sensations, movement, graveness, sound (produced by the waterfalls), freshness, and that in turn are transmuted by the receivers as messages of energy, progress, life, etc. The portico, complement to the fountain, and whose dimensions are related with the urban-space surrounding, it also fulfills the task of giving scale and creating a visual framework to the group. Three water curtains fall and a jet stream as cascade from it to the fountain, this will produce a constant noise due to the fall of water, creating this way a renovating atmosphere and a decontaminator of the noise produced by the car horns of the that circulate around.

About the green areas, it has been considered to maintain in the design all existing trees, thus giving an extra ingredient for the conditions of the design, which is due to the presence of the shafts. It is for this reason that in the stone platform the green areas are integrated to the shapes, in an almost premeditated way, getting harmony for the group. In the rest of the park the green areas are strategically located in the spaces protected from the intense flow of pedestrians, and limited by walls seats that in turn create the so called "meeting spaces."
The transplant of bushes and low vegetation to these green areas has been thought of.
Just as indicated in the enclosed comparative chart, the green areas surface totals 237.45 m2.

The perimeter fencing of the park fulfills the function of creating a physical barrier with intrinsic safety and control connotations. The entrances are due to the main pedestrian flows on the urban layout, there is an entrance on 7 de Octubre Street, another one on Bolivar Street, and two on the fifth and sixth streets, one in each corner.
The unique design of the doors, allows them to move upward (by means of a pivoting axis), and to remain horizontal, as if they were pergolas.

As main elements of the fencing, and with the same objective of giving scale, are the lampposts, the ones inside the park, and the public ones.
Paraphernalia and urban furniture

The “meeting places" are located in the north and south ends of the park, and they are formed by a great concave-shaped wall-seats in front of which are several cylinders as complement. This group of elements allows the meeting of people, and the development of different passive recreational activities, such as table games, gathering, or simply expectation.

The restrooms design outlined the use of metaphoric resources to create a sculptural volume whose value per se neutralize the function. A garden-like platform in a triangular and inclined way was proposed, supported in a composition of walls. The restrooms under the garden lose their importance, even the entrance is protected from outside view by a wall.

Emulating this garden-platform, on its opposing diagonal there is a pergola, this is a simple composition of sheet-pillars, also triangular and inclined. Its function is to add more shade to the already existent quota given out by the trees.
Part of the paraphernalia is the parking, being the spaces now defined by the layout of the new sidewalks, intending six parking spaces on fifth the street and nine parking spaces on the sixth street.

As complement to this, a quick circulation bay for taxis is considered on Bolivar Street, using up the same space they now are using but in parallel.

As urban furniture, we have trashcans, strategically located inside and outside the park. A kiosk in each corner has also been considered with the purpose of ordering in a limited way the presence of informal salespersons, later considering them as formal.
Also at each entrance, there will be bicycle carrier bars for the visitors that use this vehicle.
