The group of buildings proposes a minimalist style, granting the landscape true value; where the forms inspired by the marine environment that surrounds it, act in a symbiotic way with the natural elements of its environment, being conjugated in a harmonious way, and at the same time emblematic within the urban-landscaping context. These forms find a subtle contrast between the nimbleness and the telluric, conjugating juxtaposed planes and intersected volumes whose extruding forms grant the true wealth of its work, without having to appeal to more information.

The nimbleness is expressed in the crystal-like volumes, where the wind seems to act on the forms, giving them the movement that impels them to soar to the sky, aiming at different directions, which are as a “direction referral" in the reading of each one of them. This" referral" is one of the most important concepts taken for the design, considering the landmark of the arch of The Creek as one of the main focal points to which the visuals are aiming and leading to.

The telluric aspect is manifested in the little transparency volumes and the stone-covered ones, the first ones have been incrusted, being perceived as "the anchors to the floor", maintaining a close relationship with the ground, to the point of mimicking it, as if they were part of the same stone, and of the same cliff. Thanks to this metaphor, the design becomes part of the landscape.

The objective of the new municipal building is having definitive headquarters specially designed to satisfy the population's needs, facilitating the development of the administrative service activities by means of more appropriate spaces for such activities, all this supported by the last concepts on construction technologies, materials, and design.

The physical presence and the investment on the new building will bring the sector a positive revaluation in all aspects continuing this way, with the objective of regenerating the complete coastal border, already begun with the construction of the New Pier of La Libertad. This consequently has another objective; the recovery of The Creek sector; natural formation that is an icon in The Libertenses’ collective memory, and that in spite of the lost of the arch on its top part, due to the progressive erosion that has affected it for some years, it still remains a landscaping, civic, and landmark referral, for the inhabitants of this city.

The Municipality of La Libertad dedicated an area on the top part of the hill to the west of The Creek, which has as limits; to the north the border cliff, to the south the. October 9 Ave, to the west the nameless road , and to the east the Casa Leon Museum and the cliff.

The physical presence of the Museum inside the land was a condition for the design since it considerably limits the surface.

The Casa Leon Museum is registered in the Cultural Patrimony Institute as a patrimonial site, due to the archaeological excavations findings within the land.

Taking these considerations into account, it is intended to integrate this building to the project, in such a way that the integration is not only physical, but also conceptual, forming part of an integral project of regeneration and urban paraphernalia, which will offer a variety of services, such as: Municipal Building, a room for multiple uses, Site Museum, Restaurants, The creek Mirador, Restrooms, and Urban Furniture. Not only will these services benefit the inhabitants of the canton, but also the Great peninsular conurbation.
