La Libertad pier project is framed within the new Municipal Urban Development Plan, it consists of the recovery of its deteriorated coastal border, protecting it and avoiding the erosion that can cause the intense marine surf. The engineering works for the coastal protection, joined to the urban designs and their exceptional landscape will make that this fringe again becomes one of the most attractive places in the city, propitiating new real estate investments.

Since, recovering its beach condition constitutes a very difficult, and expensive industry, with an uncertain success, we propose the new Pier as a landscaping road, properly equipped with constructions, restaurants, bars and other tourist facilities to be enjoyed by tourists that go to the peninsula in the warm-weather season and also by permanent residents.

To make this space an attractive icon, able to supporting the desired flow of visitors, It is being recommended to turn its full extent into a pedestrian place, restricting traffic for emergency cases only and also to service the constructions in previously established schedules. It is recommended that the constructions in front of the new pier don't have garages, since this would prevent the ground floors from developing for tourist service purposes (restaurants, bars, etc); due to this, parking spaces are proposed in the cross streets that reach the pier.

Its dimensions respond to the opinion of standardizing, at a reasonable cost, its width, trying to level the sea border to prevent the strong surf from wetting its surface. This is conceived along with the traverse jetties that penetrate the sea and are part of the coastal defense; this way, a unique sight of the city will be obtained.

For the border to have a consolidated aspect, it is necessary to encourage the development of new constructions, which won't exceed the three levels of height, thus avoiding the front of the Pier from becoming a barrier for the back areas of the city thus diminishing its value. To strengthen the idea, a single and obligatory construction line should exist and it is advisable that in this area the businesses that are developed serve as attraction for the neighboring beaches tourists.

Among the main aspects that motivate the visitors attraction and make real estate investments attractive are: safety and clean areas; therefore, to contribute to this, enough number of trashcans and lampposts are planned to be implemented, as well as surveillance and service posts; complementary, to offer more seating facilities, a railing scheme in the border is proposed so as to fulfill with this function. Diverse gardeners will house mid size palm trees that will create a bigger scale to the complex, making it more interesting. The illumination must emphasize the new palm trees and the sea; this will make the Pier attractive at nights.

With the first jetty, platforms and steps are created to deal with the level difference in the city. This eminently pedestrian area, with restricted vehicular traffic, will allow the access to the small beach limited by The Creek; this intervention will favor the development of diverse constructions in adjacent lands.

Here the new Pier is conceived as an integrated complex between the park remodeled by the Municipality and the abandoned gulch, here sport facilities and public presentations (musical, theater, shows, etc.) areas will be created; the land next to the Pacifictel building can be conceded to be used for restaurants and hotel.

The small beach in front of the proposed sports area will be consolidated and the Pier will be enlarged toward the east, avoiding the crossing with Petroecuador’s dock, which will have to be made private, so that it will not restrict the west-east visitor flow.

In the central parts of the Pier, a greater scale rhythm will be created using floor grids and textures, magnifying the scale in the intersections of the Pier with the perpendicular roads; it is recommended to use waterproof clay blocks, stone, and washed gravel sheeting.

The coastal protection works demand a stone bank that will be prolonged approximately six meters over the limit of the sidewalk of the new Pier; this will consists of an articulated reinforced concrete slab, molded over a base and sub-base of uniform level, according to the engineering studies the design level for wave protection is +4.80 in the west part and +7.10 in the east part, to avoid the floods for the expected strong surf during “El Niño” phenomena.

The Municipality has conceived spaces to be granted, as extension for future restaurants and bars. Public areas annexed to the perpendicular roads intersections supplement the great space conceived for visitors to be seated.
